Improving and Thoroughly Refurbishing Inner-Structures of Local Industries

It emerges as an important issue to improve and thoroughly refurbish the inner-structures of local economies centered on counties to respond to rapidly developing comprehensive local economies.

Today, each county of our country is equipped with the inner-structures of various industrial sections including agriculture, industry, construction, service, communication and transportation.

Among them, agriculture and local industrial sections play a primary role in developing local economies centering on counties.

Agriculture is the most important sector of county-centered local economies. As agriculture is concerned with state affairs, it develops under state care and assistance. Thus, in order to develop county-centered local economies, emphasis should be placed on local industrial development along with agricultural production increase.

The improvement and perfection of the inner-structures of local industries are indispensable elements for an independent county-centered economic system. And the independent county-centered economic management is preconditioned on the independent development of local industries.

Local industries as the core of county-centered economies heavily influence county-centered economies.

The development of local industries is attained through enhancement of the level of technical equipment and structural diversification of production.

Thoroughly refurbishing the inner-structures of local industries is significant for mobilizing and utilizing production resources reserved in local regions and for developing local economies.

In order to achieve independent development for local economies, all the production processes from resources gathering to finished good processing should be provided. The provision of these processes can be realized through perfection of the inner-structures of local industries.

Improvement and perfection of the inner structures of local industries will rapidly upgrade people's living in a county.

Improvement of people's living standard is the supreme task and main target of our party. Our party indicated a unique theory that a county should enhance its role and swiftly improve people's living on the basis of the provided conditions in which a county is able to play its role as a regional core.

The living condition of county people is all up to a county concerned.

　The improvement and perfection of the inner structures of local industries reduce differences between counties in economy, and promote an even development of all the regions.

Economic differences between counties mean differences of industrial levels and living standards of residents.

Our party has been paying deep attention to a step-by-step development of people's living in every region, and taking effective measures for its realization such as balanced adjustment of consumption and saving and rational settlement of sales and buying prices.

However, the most important factor for realizing the removal of the differences is to carry out a party line of increasing county’s earnings by most effectively mobilizing and utilizing favorable regional natural economic conditions, and beef up its industrial foundations and power.

The inner-structures of local industries are regulated by the consumption demand of local people, resources supply conditions in a county, material technological foundations of local industries, influence on terms of central and provincial industries, etc. Therefore, improvement of the inner-structures should be aimed at smoothly fulfilling the consumption demand of county people on the basis of favorable economic conditions and material and technological foundation in a county.

In improving and refurbishing the inner-structures of local industries, the solution of the power supply problem emerges as the most important task.

The quickest way to the solution is construction of medium size hydraulic power plants in various parts of a country for increased power generation.

Our country is proud of its 5,000 rivers of an above-5km-length class, and its hydraulic resources are 67.5kw per square km, which is higher than the world average (41.7kw per square km). In addition to it, rivers of our country are featured by numerous valleys and steep slopes. These conditions are suitable for hydroelectric power plants.

In order to establish a sound power base, attention should also be paid to normal operation of medium-size hydraulic power plants.

People in a county should check on the possibility of destruction of power plant facilities due to waste of water and flooding, take responsibility for water supply, eliminate accidental elements and take preventive measures against disasters, and upgrade the automation level of power plant facilities. Not only that, they should operate them on the basis of scientific technology.

All the officials and workers in counties should be well aware of the significance of county power plants, and step up their construction campaigns massively.

What is important next in improving and thoroughly refurbishing the inner-structures of local industries is to establish an industrial resource production base.

Production process is the same as consumption process of material and facilities in that a constant availability is a key to normalized production activities.

As county economies develop, production processes in local industrial factories will be modernized, its production structures diversified and demand for raw material heightened. This shows that developed material and natural resources alone can not normalize and enlarge production activities in accordance with the demand of the time.

An independent production and supply of industrial resources and facilities by a local county is a guarantee for a rapid development of local industries. All the counties should build an industrial resource base in such a way that volume of state material supply is decreased and that of county material supply is increased.

In managing industrial material foundation, construction of medium size chemical factories present itself as an important task.

At present, all industrial factories in counties are promoting production activities by utilizing such basic chemicals as hydrochloric acid, caustic soda, carbonate of soda, and bonding agents. Although their consumption amount is small, they play a decisive role in production.

As production of light-industry goods increase, the production situation and a guarantee for basic chemical material will become tight. However, it is not rational to construct a factory specializing in basic chemical materials in each county to meet demand for small quantities used. Therefore, it is ideal that a medium-size provincial chemical factory is constructed. Provincial chemical factory of this kind will serve to eliminate abnormal production processes and radically raise the utilization rate of local material.

It is also important to strengthen a production base for metal material. Included in material and technological elements necessary for normalizing production activities in local industrial factories are a satisfactory supply of electricity, raw material and material as well as facility and technology management. Officials and workers in charge of a county’s economic sector should pay deep attention to effective utilization of a metal material base, provide for small-scale rolling equipment and drawing machines to replace faulty production units, and produce and guarantee standardized steel.

There are some raw material and facilities which are not available in our country.

County officials in charge of economic sections should mobilize all the scientists, experts and people for the development of substitutes for foreign materials while establishing a foundation for foreign-currency earning for their import.

What is important in gaining foreign currency is the establishment of a solid production base of export items.

County officials in close cooperation with related economic sections should actively search for commodities which are favorable for production in the region and popular in foreign markets.

Foreign money earned by a county should be effectively used for improvement of county people's living and enlargement of production potential of local industries.

What is important in improving and thoroughly refurbishing the inner-structures of local industries is to improve the inner-structures of processing industries and food processing industries, and radically increase the production of people's consumption goods.

Food processing constitutes the main part of local industries. At present, attention should be paid to the processing of potatoes, meat and milk.

In order to establish a self-sufficient system, people's dietary habits should be altered.

Comrade Kim Jong Il indicated that potatoes can replace white rice as staple food.

Counties with a large acreage of potato cultivation such as those in Ryanggang, Jagang and Hamgyong provinces should concentrate on developing potato processing methods while providing for a food processing base using potatoes.

Along with it, attention should be paid to the reinforcement of production bases for primary necessities, daily utensils, etc.

Improvement and perfection of the inner-structures of local industries and production growth are up to the zeal of local people concerned. If counties provide sound production bases, use their wisdom, and correctly mobilize local people, they can easily guarantee the living demand of county people on their own. Thus, officials in charge of economic sections and local people should struggle with a spirit of self-reliance and contribute toward constructing a strong socialist power.
